I cannot connect to my own dedicated server. it just says sending punch packet and then in the console it says the same thing just with my IP adress

Same with me. But i'm stuck on Sending Challenge Request.After a while it times out.

You cant connect to your own dedi through Query Internet. Click Query LAN because the server is on your LAN (wifi system)

same here. I connect to my ip 71.245.115.31:28100 and it is stuck on Challenge request.
