So yesterday I was messing around win BL and changed its resolution and my monitor doesn't support 1024 x 2000 and I had to restart my Computer. I tried reinstalling I even uninstalled and reinstalled.

Never mind its still broken I tried deleting prefs.cs and tried alt + enter to go in to windows mode.

I bet you deleted the default prefs or something. You should have edited it. In fact, it probably started in windowed and you toggled it back out.

fixed it turned out I my little brother enable run in 640 x 800 screen in properties locking.
