Yes that command. How do I ban someone with it?
/ban [ID] [name] [Time] [Reason]
Or
/ban [ID] [Reason] [Time]
Or whatever.

So if you wanted to ban ID 1337 permantly
/ban 1337 -1 "Banned"

Protip: It's not name and also a completely worthless value. Putting absolutely anything for the first value does not change the outcome, ever.
