Public does not equal illegal. If anything, the cop should have given them a warning and shown them proof of a city ordinance or something saying you can't skate in a public area. What the officer did was wrong, and can be classified as disorderly conduct. There was no need for force if he had just told the kids to move or they would be in trouble.
