Ok, simple as this: Some people can join my server, some can't.

So what's up with that?

Some people we not able to join my server because i had the bugs mod enabled. Do you have the zombie bugs mod?

think of it as a child's play toy (the one were you match the shapes)
Well each shape is someones connection. The toy itself is your server.
If you have the right connection you can get your connection into the server
Whilst if you do not have the right shape, you cannot connect...

You don't have a loving clue about networking, do you?

This happens when the server's ping is ---, some clients can connect, others cant. I recommend hosting from a better location/connection.
