It's not all text, just some text. (i.e: imgur picture name)
It only seems to happen with white font. I've circled the text that it happens to.

It's probably because your text smoothing plugin (ClearType for XP, DirectDraw or something like that for 7. Dunno about vista) is configured incorrectly for you monitor.

It looks like you're using XP, So to fix it open ClearType Tuning in the control panel and configure it so it isn't as noticeable or not there at all.
