Yes, it turns on. I've unplugged cables in and out nothing :|

Is your graphics card dedicated or integrated?

Kick It. I know someone who did that and it started working. They also cleaned the dust out from inside.

Its not on my motherboard, my dad put it in. MY SPECS: Pentium 4 2.4 GHz, 1 GB RAM, Radean 2400 HD :)

Try reseating the graphics card. Open up the case, observe graphics card, unscrew it, take it out, clear any dust out of slot area, and put it back in.
Make sure to ground yourself to avoid any static electricity loving the card. To do this, hold either a metal bit of the computer case or the metal box in the top left corner, the power supply. Also don't put the card on any fabric/carpet and try not to touch it too much. The safest way to handle it is to only touch the edges.
