Recommend me a video card :3

I've been playing games with my new computer and it works fine, although a bit laggy. But now skyrim is out I want to play it really bad without any lag on not-too-high settings or just really high settings or just not if that's too much to ask. The video card I have now is an ATI Radeon HD 5450 1gb. Apparently it's really stuffty according to most people, but whatever when I bought it all I was looking at was the RAM and the processor :3 (intel core i7-870 @ 2.97Ghz :D)

Anyway, could you kind people of this forum give me advice on what video card to buy? Preferably under 120 euro (about 160$), and shippable to eurape.

Also, is 4GB ram enough for a Win7 computer? Win7 limits me to 3gb, and I have min. 33% usage at all times :/

Anyway, that's heaps for now. Keep an upgrade to 8GB in mind for the future.
And also install a 64-bit OS, so you're not wasting 1GB of RAM.
