So, I tried taking the HDD out of my friend's dead laptop. If I tried booting at all, it would just reboot. I can't boot from USB or CD with the HDD or without, so what do you think is wrong with the laptop? I just want to be sure what's wrong so I can tell my friend.

With the HDD in, it just says "Bootmgr is missing"

No, the Windows Boot Manager is missing. Fixing the MBR should do the trick.

Uh, it won't boot from CD or USB.

Try making sure that the DVD/CD drive is set to the primary boot device in the BIOS
I had "You're forgeted" here until I realized what could be wrong

I booted from USB once and ran HDD Regenerator as suggested by Ethan, then after I closed it while it was doing something, I couldn't boot from CD or USB. I feel loving autistic.

Yeah, I have no clue what's wrong then.
Sorry, your friend is going to have to get a new computer or send that one in to be repaired.
Or if the drive is SATA you can hook it up to a computer with SATA support and fix it there
I would still recommend him sending it in if it won't boot from CD

And it ejects USB or CD if one is inserted.

Also when you try booting, it says "SMART Failure Predicted"
That leads me to thinking the HDD is dead, along with the BIOS test saying to replace it.

SMART stands for Self-Monitoring, brown townysis and Reporting Technology, which means the drive would give an error to the motherboard should it find something wrong with itself.

EDIT: The HDD is dead, or the entire laptop is dead?

neither, the motherboard is fried and last time i checked the motherboard isnt an HDD or the whole laptop
