1. Are you using the dedicated server shortcut on the desktop?
2. By "It doesn't launch", do you mean that it crashes when you start it. Or do you mean you can't connect to it.

I had the same problem, the add-on used to work but after the add-on updated, it started crashing my server over and over. Once I removed the add-on, my server stopped crashing.
