I mean, someone else will probably come along and do it for you but that's a lot of work to do for no real reason whatsoever. First they have to download the video, then they have to open it in a video editing program and cut out the exact part they want and probably remove specific frames to cut frame count and make the image smaller, then they have to import it into a video to gif program, size it to whatever size you want, export it, upload it to an upload site, then you can download and use it.
