So today when I was at the mall. My brother was playing road hockey with his friend. My neighboor pulls up out of his stuffty blue toyota, threatens.to beat the stuff out of them if they dent his precious car. So we and my friends came back later and popped his tired / smashed his windsheild and he can't figure out why people hate him. More of a vent to see our redneck neighboor who just moved in.

Call the police? If someone threatens to hurt you or your brother it's best to notify them of threats. Of course that depends on how reliable the police are where you live.
