How do I turn an image into an ICON

I downloaded the mass effect 3 soundtrack (legally) and I was wondering if I could turn the folder icon into the cover photo given with the download. How would I do this?

Tried this but it never showed the picture in the folder. It only showed the icons I already had.

GIMP
and save as icon and right click and chose properties and go to customize and change the icon

If you set windows to show all files (Protected SYS Files specifically) it will show up in the folder the music is in. Continue from thar.
