audio/video skipping

so whenever i have a video or something playing audio open, it just starts skipping and playing slowly, etc. but if i switch to a different tab that doesn't have it open, or minimize the window, it starts playing fine. this has been annoying me for the past 48 hours and i've restarted like 5 times to have the same problem.

Does moving your mouse over the video change anything? Sometimes I would get some random error thing and had to keep my cursor moving over the video for it to actually play.
