Face selection not showing a face in "Player Appearance"

This has been bugging me for months, and I can't seem to get to the bottom of it. It also makes the face not what I selected. For example I'll select the Chef Smiley and instead I'll get a Pirate Face or something.

I find this happens when I attempt to change it while hosting, any other time is fine.
