They put the device into the 'liquipel machine' (a box in the video) and pump out all the air. Yes, that's how it works. I live near them so it didn't take long for me (about 2 days) but you can expedite the shipping if you live further.

A buddy of mine had his phone treated in liquipel, stuff broke. He had his replacement phone treated with it too and it worked fine after being submerged
