They put the device into the 'liquipel machine' (a box in the video) and pump out all the air. The blue gas stuff is the liquipel formula, which covers the entire device (inside and outside), then "using technology only found in the natural world on the surface of the sun, Liquipel binds the coating to the surface of the device on a molecular level, finalizing the Liquipel process." Then they pump the air back in and remove the device, and bam. You've got a device that's entirely waterproof.
Essentially, it covers the inside of the device with a very very very thin shield that repels water but not electricity, allowing the device to function perfectly while it repels water.
