Is this supposed to happen in blockland? If it is, then I recommend putting it in Suggestions and Requests. Also, many of these items are in blockland. This also sounds like Batman: Arkham Asylum's asylum.

You can find the baton (and the shank if i remember correctly) in Bushido's Tier Tactical pack.
I never ever saw a lockpick addon anywhere though
