They sell prepaid debit cards, yes, but you have to pay a $5 activation fee for them.  So for a $25 card you will need ~$30.

You should be able to transfer money to Steam through PayPal. I don't use Steam Wallet anyways, PayPal works fine by itself.

I bet most people have online bank accounts by now. All banks should offer one if they're worth anything.
