Can't Start a server (Another Problem)

People are saying that my Block land is read-only. I go to Properties, and click read-only, so its not checked. when I hit Sumbit, it sumbits. When i open properties again, its on read-only? it resets itself?

How do I fix?

Looks like an OS problem.
