How do i enable killing on a TDM

So again my Jailbreak server is having difficulties this time with killing. whenever a guard shoots a prisoner,or a prisoner shoots a guard, they won't die. so i'm wondering, what do i do to enable killing?

Using TDM:
Disable gamemode_zombie

Using TDM or Slayer:
Enable weapon damage
