Stereo to Mono Problem

I made a music file, and when I open it to change it to mono, it's not permanent.  When I close it, it goes back to Stereo.  How do I make it say on Mono?

The file is .ogg so its VLC Media player, just like all of the other music

Download audacity if you don't already have it.
You can open up the .ogg and under "tracks" you can convert to mono.
