Just use a cutting torch on a solid titanium block that's roughly the dimentions of a flat crowbar and cut out its basic shape. Use a grinding wheel to sharpen the ends and shape the shaft, a steel saw to cut out the notch, then finally use a brazing torch to heat and bend the ends to the desired angle.

thats not how plating is done.

plating is a chemical bond, not just something painted on, or as you seem to think, covered with another sheet of metal.
