It is a Games For Windows Live key, meaning you can activate it on Steam.

Very unlikely.  Despite GTA4 and EFLC being sold on the Steam Store, it is not a Steamworks game and can't be registered with Steam.  You will have to acquire your own copy of the game in order to use your key.
