why can't I access RTB?

Ok so I went on RTB and tried to log in, but then it said my username/password was incorrect. So I tried again making sure I didn't make a mistake and it said it was wrong again. Then I tried to get a verification email and it said the site was under maintenence. NOTE: I tried getting in for months and it still said the same thing. if an admin can help me I would really appreciate it.
