Googled it and searched on the BLF, I found no feasible results.

What does it do? Would it be better to keep it lower or higher? I see Dial-Up and Broadband settings both have it to 400, but in Custom you can change it, and I wonder what would be better.

It determines how high your ping has to be for the lag icon to appear.

Lag happens to everyone depending on your connection to the server.
The lag icon, however, only appears when there is an EXTREMELY high amount of lag (usually when the screen freezes for five to ten seconds).
