Friend having internet problems

My friend bought a new computer last week.
Yesterday his brother started playing happy wheels on one of those flash game websites.
Since then they can't download or upload anything to the internet but can browse the internet.
Obviously, I blamed the website and thought it was a virus.
I tried running a scan with Microsoft security essentials and there's no viruses!
I'll try running malwarebytes in a sec

Anything else I should try?

The internet provider most certainly has limited bandwidth so after about 24 hours it should be back to normal, thats the exact same as mine. Tell him to not play flash games or watch videos that often, browsing and stuff like facebook is ok though.
