Internet not letting me connect to some server v9001

I've asked people this plenty of times. Nobody gives me a good answer. My friends can connect to eachothers servers fine, but when I try to It just keeps trying to send punch packet.

YES their server is portforwarded. And this just seems to be servers with --- ping, (Friends can still connect)
