I empty it whenever I think of it.
Which is usually whenever I see one of these threads come up.

Seeing these few people complain about taking a long times make me want to fill it up just to time how long it takes to delete.

Copied my WoW folder (22gb) into recycling, clicked empty, and it emptied right away with the sound and all with no progress bar.

I was backing up some files, when I got a message saying my startup disk is almost full, so I checked how much space I had... 178MB. I was like, "WHAT?"
I checked how much space my trash took up, ...
15.44 GBs.
The oldest thing in there was from Nov. 1 2011!
I'll have to leave my CPU on all night to delete it.
I recommend you empty your trash--- and don't just empty it, SECURE empty it
every week or so, or this might happen to you.

I just remembered I can empty the recycle bin :/  It's probably been a year.

You need to add a "Whenever a file enters the recycle bin" option.

it's completely random, but usually i'll wind up emptying it at least once a year
