this, if you're just a beginner/doing simple stuff.

if you are interested in video editing i suggest you get into sony vegas, you need like a few bucks though

i'm not sure how much you mean by cheap, but vegas movie studio is 40 something dollars. it doesn't have everything vegas pro has, but it's still good.
