If I make a video, could I just any music I want as long is I say what it's called in the description - even if the song has copyright?

legally yes, but youtube is forgeted up and doesn't allow it, but you can bypass it.

Well, I always have some kind of music in my videos. I once did a music video in Blockland, I said "I don't own any rights to the song used in this video all rights go to (artist)"
Even if you do that youtube turns into big cigarettes and take down your video sometimes.

The reason youtube doesn't allow it is because you are mistaken and it is actually illegal.
