Download speeds are actually slower then normally. Any ideas?

I dont know if this is on my computer only, but during the steam summer sales my peak download rate was always around 7 mbps. I remember I did a speedtest and i had I think it was 22mb download speed or something, now my peak download rate is 1mb.

Is there some kind of background program doing this? I know before an app named "Mondo Media" was using up all of my bandwith (it came with APB: Reloaded) but I dont have APB on this computer.
