i reinstalled steam

and all of my games are greyed out and it says that they need to be redownloaded, but yet everything is already installed on my drive. I also recreated clientregistry.blob(by deleting and rebooting) but it still didn't fix it

But in all seriousness have you actually tried installing a game? Does it try to re-install the entire game or does it do it relatively quick?

try uninstalling the game, then redownloading it from steam

The solution is to install a game when you want to play it. I know, archaic...but it works ;)
