How to change default spawning items.

How would I edit the items that you start with by default upon dying in or joining your own server.
For instance, if I wanted the ban hammer with me at all times, is there a way I could spawn with it without using events and such?

On a couple of servers I have seen hosts and admins have a private minigame just for the items.

Game modes are utterly stuff and completely stupid cause you have to use hacky scripts to get our add-ons with you.
