The image needs to be on a website to use it. You can't link an image directly from your computer.
To get the address of an image, right click an image and click "copy link to clipboard" or something along those lines. When you're done, just press CTRL+v to paste it.

You can send a picture to a site and use it on the forums.

First, you must go to http://imgur.com/ then on the right side of the page, you will find a box that says "Upload images". Click the "Computer" button. A window will pop up asking you where the image is. Select the image and click the "Open" button. The window will close and you'll be back at the site. Press the "Start upload" button and the image will start being sent to the website.
When the image is done loading, go to the right side of the page and copy with CTRL+C the code under "BBCode (message boards & forums)". Go back to the forum and press CTRL+V to paste it.
