Read op, then I realized he don't know stuff how CD's work.  Oh how the op's stupidity with serials and CD's.  You can't use a serial more than once, depends on the legitmacy of the company who sold the game to you to provide a working key.

Yes you can use the serial multiple times.

Ive reinstalled Sims at least fifty times growing up, the CD key will stay valid

Put disk one in go to "Computer"  then look for the Sim's or something that mentions sim's, right click it click autoplay.
