TF2: How to change theme?

So.. I'm not sure this is the right forum for this. Anyways, I've noticed there are different types of TF2 themes.

Notice the difference. How would I get STARS theme/layout?

Firstly, it might help to know that it's not a theme, it's a "HUD". That might help you get better search results from google.

Second, there are a few posts on reddit that explain how to do this. Here is one such tutorial.
