if you were to talk about doing something to piss someone off, would that count as admittance to trolling?
for example, if someone were to state an action (like bumping an old topic, maybe a drama or something) they wanted to do that would be ridiculous just to piss people off because it would be hilarious

if i were to TALK ABOUT (just merely mention) doing something like bumping an old drama where a major flame war took place (not adding onto the arguing, just bumping it to be a richard) for no apparent reason to get a laugh out of it, would it be admittance to trolling? as in, admitting it'd be for laughs?

You don't need to admit to trolling to get banned for trolling though. I remember Badspot saying something about obvious trolls, would be nice if someone could dig up a quote.
