currently im trying to stream a video on youtube and it keeps buffering, and i noticed that only 2% of my network is being used for this, is there a way to make chrome use up more of my network?

Probably because they claim to provide exceptional performance for video watching, so they prioritize popular websites for videos like YouTube.
as far as i know there's really no way to 'prioritize' programs for network usage
