This is where you can read about why CISPA is idiotic, and ridiculous.
CISPA is a bill that will enable the government to snoop into anything, INCLUDING but not limited to:

• Private emails
• Google, bing, and yahoo seaches

yeah but things are easier when they are all undeniably legal.

currently, doing these things just raises issues over if they should be able to or not. i think they just wanna streamline the use.
