How?

a small decline in electricity consumption does not translate into less energy being pumped into the grid, and therefore will not reduce emissions. Moreover, during Earth Hour, any significant drop in electricity demand will entail a reduction in CO2 emissions during the hour, but it will be offset by the surge from firing up coal or gas stations to restore electricity supplies afterwards.

In fact, Earth Hour will cause emissions to increase

let's say you normally use two watts per second (this is completely hypothetical and far from accurate), and the person who supplies that has gotten used to it
if you stop for five minutes, he would probably not assume that it was going to last and stop supplying it, but let's say he did
when you began using 2W/s again, he may need to put out more power than usual to get that started back up, but the fact that he didn't put out any for the past ten minutes would definitely make that meaningless
and certainly he would not have ended up using more total power than if he'd never stopped
besides that, it's even less likely that the suppliers would change their output, since it's just an hour, and I bet like 0.001% percent of people actually do this

In order to save the earth we need to change to alternate clean sources of energy like right now and for good. However money gets in the way as usual.
