Brothers laptop - forgeted (Skype, iTunes ETC)

So my brothers laptop won't connect to any things like skype, itunes, teamviewer etc.
it just says "can't connect" on the most part.
i've disabled his firewall & installed malwarebytes and nothing has seemed to fix it yet.

OS : Windows Vista
Stuff : Stuff

It's been happening for a few months now but he's got to the point that he really needs Skype & iTunes to work.

No, don't have one and he can connect to the internet fine.

Have you tried going to "Control Panel\Network and Internet\Network Connections" to see if everything that should be enabled is?

Try using System Restore and go back a couple months. That will put everything back to what it was to the restore point that you clicked on, folders like "My Documents" are not changed.

make sure nothing is weird in the internet explorer settings under proxys or anything like that

I can't really say because that's really all he's told me but it's just all them service things

proxies are set to 0.0.0.0 or its set to use a proxy and nothings entered
the thing im noticing is that they all get data from ie, and if ie is messed up, it all is.
