This is something torque itself would need; there IS a gui object that can play some sort of video format I forget, but I'd assume Brian would need to download the video from youtube in some way, in this format and play it in it.

Not to mention it does not work half the time.

That guiObject was removed a while ago as far as I know.

Also, assuming you aren't necessarily running any of the visual ingame, rather screencapping it, could you theoretically make gif work as well?

Just had a nice chat with my good friend Brian Smith, apparently this web browser is going to be an In-Game forum viewer with no support for video rendering, this means watching youtube wont be possible using this web browser. :(
