Is my server dead for this reason?

Not to sure what this interprets to, but if it has anything to do with my server being dead, I would like to know.

No. Your server is likely dead because you did not port forward or enable UPnP. There are several tutorials for port forwarding in the "Troubleshooting TIPS/FAQ - READ THIS FIRST" post at the top of this board.

Thanks, Greek. I have uPnP enabled, but things are still seemingly not working. I believe my ports are correct, 28000 TCP and UDP. Forwarded those way back when. I got a new router, and did it again, but with this new router, the problems began.
