Sometimes it doesn't matter when they register.

Also, I think there should be an idea that when someone joins the forums these rules pop up on their screen as an agreement that you have read them so that you conformed about the rules.

For those that can't speak forum newbie:

The OP was a Super Admin in Techaxe's server. Another admin caused havoc on the server and pinned everything on top of the OP, who later got de-admined, perma-banned, and harrassed on IRC and his own server.
