summer hits different places at a different times - thus they need different holidays at different times
it all evens out, normally the people who get out early goes back early to - and if not just get less holiday time other times such as christmas and halloween

Well yeah, I don't know why but it's just how late people get out of school sometimes is ridiculous to me... :I

Despite getting on, the question is also when do you get out.
The ones who finish earlier also start earlier (depends on case?), thus in the end there's nothing weird to anyone.
