If you can do all that we can talk about animation.

I already know how to do those. It is just that I need a DTS converter that is up-to-date. I know how to model and rig and stuff already. Those are just the basics and I am not very very new to blender.

Use 2.49b to export

You can install it to a different location, and nothing will be damaged.
An alternative would be to use Milkshape to do all the constructing (to dts) of your models, and merely use blender to create the mesh.

I personally find Milkshape's animation system crude and sloppy, I highly recommend you use Blender 2.49 for animating and exporting.
