C'mon, guys. He's obviously new at this. It's a mod by Fooly Cooly I think. Last time I checked though it was removed from the forums. You'll probably still see it in servers, though.

@ ademo - Fooly Cooly did have a mod that allowed you to change size from a command. (Removed by Badspot, but I still have it, PM me if you want to go that route, I'll package it so you just have the scale command)
Aloshi also had a tool mod that allowed you to use a brick to change the scale of a player as the walked by/over it. (Still on forums: http://www.blockland.us/smf/index.php?topic=15958.0)
Mission editor is another way, but I don't recommend it until you understand Blockland better. (For your own good)
