So I joined a server called "skythekidrs's mario kart no weapons"
And, this happened:

These is insufficient proof to show that they actually orbed to the end, and didn't drive to it.
He could have just been orbing at the start to fix something.
Also, http://imgur.com/rEmJPVU shows him without a kart, but the kart could have droven off and he could have still been alive and won.
This seems far fetched, but you may trying to get revenge at him for some reason by trying to frame him for something he didn't do.

Anyways, Orbbing on speed kart is immature on multiplayer servers. Easy solution is to just leave the server and let them be handicapped in their own server.

The pictures are fuzzy because it's a jpeg image. OP used Ctrl + PrintScreen to and pasted it onto paint.net to upload to imgur.

Also, it's impossible to get a time of 0:24 on the map shown in the links without cheating/orbing.
