I have no reporting rights but I don't think I've ever reported anyone.
How is this possible...?

Perhaps in a previous account if you ever had one. Or you could have committed some other offence that had that right removed

Same for me, I've never used the reporting feature but I have no button.

It could be you were deemed incompetent enough to have it taken away from you because you could potentially use it for the wrong purpose.
Or it is a way to mark down that you broke a rule, and if you do it again you are going to be banned.

Just guessing, no idea if these are true or not.

that one doesn't really make sense, because I've been banned three times and I still have the report button

Right. I'm not looking to get them back, I could really care less.
I just thought it was worth discussing...

I wouldn't rule out a mistake either, since they do happen.

If I recall correctly, there was one time where Badspot accidentally made a new user an administrator when he was authorising his forum account, and he caused a bit of trouble.

But it could've been taken away for any number of reasons. Moderators aren't obliged to explain their reasons, or even give them.
And if you never report anyway, then you've not really lost anything of importance to you.
