How do you create the sunlight effect like in MotE Mansion?

In the indoor garden of MotE Mansion or whatever, with shaders enabled you can see a sunlight effect or something. How would you do this?

I'm pretty sure you use a fog emitter? maybe. something like that. if that isn't how he did it then it would probably still work
